Project Lifesaver: polygon, driving at night and preventive driving
Road Police intends to reintroduce evidence of skill in the polygon, the driving at night and to organize courses for preventive road driving, in order to reduce the number of traffic accidents with serious consequences, said interim chief of Police Directorate of Road (DPR) , Gino Bosman, Wednesday, at a press conference occasioned of the launch in Romania, under the European Road police Organization (TISPOL), of the European project ‘Lifesaver’.
‘The control of examination of future drivers is no longer with us, but we call for changing the training of drivers’, DPR official claimed, adding that negotiations in this regard are currently held with the Permits Regime representatives and those of the Romanian Road Authority.
Also, he expressed regret for increasing the number of serious accidents, resulting last year with over 3000 dead and 9000 injured, the year that traffic crime has increased by 30%, were over 10% more fines to those who violated laws in the field, and the number of driving licenses retained for a period of 90 days has increased by over 20 percent.
‘I wanted to combat the main causes of accidents generators, but we noticed that the effect does not foresee, and this means that the problem is elsewhere. The ability of police intervention should be extended, but we have big problems with road infrastructure and education ‘, said Bosman.
In context, Wolfgang Blindenbacher, President of the Organization Road police (TISPOL) and representative of the German Police, and his colleagues from the Netherlands, Northern Ireland, France or Belgium, have revealed the importance of ‘Lifesaver’ project, which aims to support the six involved countries - Poland, Portugal, Romania, Slovenia, Spain and Hungary - in order to increase the effectiveness of prevention road activities, by taking best practices and assistance in their implementation by Member States TISPOL recognized for achievements in the field.
TISPOL officials reported that police can reduce the number of accidents with government support, road associations, local administrations and the participants in traffic.
In the past two years, Romania has registered an increase in the number of serious accidents. Thus, last year compared with 2007, there were 10,242 such accidents (up 21.8%), resulting in 2947 deaths (6.47% more) and 9072 seriously injured (up by 30%).
The main causes generating serious accidents were excessive speeding, refusing to pedestrians or vehicles priority, crossing on the red light, and irregular crossing of pedestrians.
Project’s priorities initiated by the police of the 26 Member States TISPOL are increase traffic safety in young drivers and motorcyclists, combat speeding, driving under the influence of alcohol and drugs, and carrying out preventive activities on port safety belt.
The ‘Lifesaver’ aims to improve medium management level (tactical), writing of a road policeman guide to get to each of the traffic agent of the member countries of TISPOL and contain useful guidance in legal proceedings on the art of communication with participants in traffic and efficient use of technical equipment.
Annually, on European roads are registered about 45,000 deaths and 3.5 million wounded people.
The project started in April 2008 and is developing over a period of three years, all funds needed for the planned activities are assured by the EU.

cum crede domnul Bosman că introducerea poligonului, respectiv a obligaţiei candidatului la efectuarea manevrelor de jalonare, intoarcere, plecare din rampă, garări - care se execută oricum cu 2,03 km pe oră, poate ajuta la reducerea numărului de accidente a căror cauze sunt cele de mai sus? în poligoane nu ne mişcăm cu 180 km/h, nu acordăm prioritate nimănui, nu sunt treceri de pietoni, semafoare etc.
problemele şoferilor noştri sunt aceleaşi ca ale societăţii noastre - lipsa de respect şi cutoazie - nu numai în trafic, dar aici se văd şi consecinţele, aroganţa, demonstrarea virilităţii, ignorarea legii şi a consecinţelor nerespectării ei, lipsa de fermitate a poliţiştilor rutieri, legi mai aspre cu privire la colectare amenţilor - e interesant să ne spună domnul Bosman care este procentul de încasări ale amenzilor la regimul circulaţiei(ele se dau, dar toată lumea ştie ca nu se plătesc)
@Ciprian: ai perfecta dreptate. Sper ca implica-T! sa propuna, prin voci ca a ta, solutii celor care ar trebui sa le implementeze. Pana una alta, suntem soferi si pietoni, pentru fiecare dintre noi e important sa ajungem cu bine seara acasa la ai nostri. E clar ca noi trebuie sa urmarim ce se intampla, sa propunem solutii si, mai ales, sa nu ne dam batuti.
Romanul trebuie educata sa aiba alta atitudine fata de viata celor din jur. Romanul ar trebuie constientizat de faptul ca, atunci cind se pune la volan, este un nesimtit cu o arma alba de cel putin o tona si ca, este de datoria lui, sa devina simtit.
Politia face foarte putin in domeniul prevenirii pentru ca nu are abordarea corecta. Radarul opreste “viteazul” (nesimtitul) doar pentru un km sau doi si asta, nu face nici o diferenta pe ansamblu.
Accidentul rutier a devenit in Romania ceva la ordinea zilei, este luat ca si un fapt normal de viata si cei care ar trebui sa pedepsesca aceste acte, ramin indiferenti, pasivi si chiar aroganti fata de familiile celor ucisi.
Solutii ? simplu: pedepse corespunzatoare cu fapta (sau , macar, aplicarea legii asa cum este ea azi, dar nu o aplica nimeni) si una din pedepsele astea sa fie condamnarea la rusine (in Romania accidentul nu mai este accident demult, fiecare conducator auto, este un potentil criminal prin atitudinea etalata din minutul in care se aseaza la volan); spoturi publicitare cu rezonanta - este inutil si lipsit de ecou ceea ce se face acum in acest domeniu, nimeni nu ramine impresionat de insiruirea citorva nume de persoane ucise (nu folosesc cuvintul decedat pentru ca, dupa cum am mai spus, in Romania nu exista accident, exista crima), sensibilizarea se face prin personificare si prin sublinierea a ceea ce ar putea sa urmeze si nu ceva care s-a intimplat deja; demolarea credintei ca, pietonul e vinovat - orice s-ar spune in presa, soferul traieste cu acesta credinta si atita vreme cit ea nu se schimba, nimic nu se schimba ptr ca arma alba sta in miinile celor care nu-si asuma responsabilitatea. Aceasta este marea diferenta de perceptie dintre soferul austriac de exemplu , si soferul roman. In Austria, nu se presupune ca masina are intiietate si soferul are obligatia de a fi atent la pietoni (el este cel cu arma alba).
Romani, nu ne mai ucideti parintii, fratii, copii, aveti optiunea FRINA SI STOP, folositi-o!
Mara, ai mare dreptate! Atitudinea de tipul “asta e, asa e la noi, lucrurile astea se intampla” ne face cel mai mult rau. Este important sa constientizam ca masina este, exact asa cum spui si tu, arma alba. Si folosirea inadecvata a unei arme trebuie sa coste scump.
